The Towada City summer festival consists of tradtional Dancers, parades of floats and Mikoshi. There are over 40 entries the procession.
I believe the parade on the 12th takes place in the evening. Probably starting around 6pm. The floats will be lit up. The parade on the 13th begins in the afternoon. Both days will be filled with festival sounds and food.

I'm sorry I don't have more info. I have scoured the web and didn't find much. I hesitate to give you too much info based on my previous experiences because things tend to change. My best advice is to go early, find a place to park and check things out. It's only about a 20 minute drive. Make a day of it. Misawa ITT at 226-3555 may have more info.
